Instructions

Whip egg whites with cream of tartar until soft peaks form. Stir cocoa into sugar; then gradually add to egg whites, beating until stiff. Fold in chocolate chips. Drop by teaspoons onto cookie sheet. Bake 20 minutes at 300.
